Social Security Checks
As of March 1, 2013, individuals who receive benefits under Social Security, Supplemental Security Income (SSI), Veterans Affairs, Railroad Retirement Board, Office of Personnel Management, and the Department of Labor (Black Lung), will no longer receive their payments in the form of paper checks. Instead, recipients will receive their benefits electronically through a new electronic direct deposit checking process.
Millions of people throughout the United States rely on the Social Security Administration (SSA) for benefits. The U.S. Department of the Treasury announced that the new electronic check rule will eliminate paper checks for federal benefit and non-tax payments by March 1, 2013. Individuals applying for benefits on or after May 1, 2011 will automatically receive their payments electronically, however, individuals currently receiving paper checks will be required to switch to direct deposit by March 1, 2013.
Understanding the New SSA Benefits Check System
Under the new paperless SSA check system, recipients have two payment delivery options: direct deposit to a bank or credit union account, or direct deposit to a prepaid Direct Express Debit MasterCard account. The Direct Express Card surcharge-free ATM network includes:
- Comerica Bank;
- Charter One;
- Privileged Status;
- Alliance One;
- PNC Bank;
- MasterCard ATM Alliance; and
- Money Pass.
The Direct Express Debit MasterCard does not require a bank account or credit check. It is also insured by the Federal Deposit Insurance Corporation (FDIC) and there are no fees relating to sign-up, monthly account, or overdraft. The account also acts as any other Debit MasterCard for retail purchases, cash back from purchases, cash withdrawals from bank or credit union tellers, and ATM transactions. There is one (1) free ATM cash withdrawal per month’s deposit for network ATMs and there are also other services available for a fee.
Some advantages of the new SSA electronic payment system include providing recipients with a more convenient, reliable, and safer means of receiving benefits. It is also estimated that eliminating paper checks will help American taxpayers save money by not having to pay $120 million per year for paper checks. The electronic payment process is also expected to save 12 million pounds of paper in the first five years.

For many Florida residents currently receiving SSA benefits, this new change may come as a shock, especially since some individuals prefer to have a tangible check they can deposit themselves, rather than relying on an electronic system.
